LAHORE: With the government and the opposition in Punjab failing to agree on a name for the position of caretaker chief minister, it appears that the matter will now be delegated to a parliamentary committee.

ECP meets on selection of caretaker PM

ISLAMABAD: A consultative meeting of the Election Commission of Pakistan for the selection of a caretaker prime minister was taking place on Saturday.

The meeting was being chaired by Chief Election Commissioner Justice (retd) Fakhruddin G Ebrahim. Members of the ECP from Punjab, Balochistan and Khyber Pakhtunkhwa were present at the meeting, and the commission’s member from Sindh, Justice (retd) Roshan Isani, was available via a video link.

During the meeting, a letter of the bipartisan parliamentary committee constituted to reach a consensus on a name for caretaker PM was also presented.

The meeting was discussing the names submitted by the government and the opposition through the letter. The names are Ishrat Hussain, Justice (retd) Nasir Aslam Zahid, Rasool Bakhsh Palijo and Mir Hazar Khan Khoso.

Earlier today, Ebrahim said the commission would arrive at a decision on the matter within two hours’ time.

Under the law, the ECP is required to take a decision in two days, with the deadline expiring on the night between March 24 and 25. In case of difference of opinion, the majority view will prevail.

The ball came in the ECP’s court after politicians in the parliamentary committee decided to give up and agreed to hand over the task of selecting the caretaker prime minister to the election commission.

On Friday evening, the bipartisan committee, at the end of their three days of deliberations, announced that the five-member ECP would now choose the man to oversee the general elections.

The scenario had previously been predicted by PML-N leader Chaudhry Nisar even before the committee had begun its proceedings. He had said the committee would not be able to decide on a name and the matter would eventually be in the hands of the election commission. The opposition leader had also pushed the idea within his party that the decision on caretaker prime minister should be taken by the ECP.

Nisar’s press conference is said to have played a huge role in spoiling the mood of the committee members representing the government side.

Pakistani Taliban threaten to assassinate Musharraf

ISLAMABAD: The Pakistani Taliban have threatened to use suicide bombers and snipers to kill former president Pervez Musharraf when he returns home from exile.
Speaking to Dawn.com, TTP spokesman Ehsanullah Ehsan said the group had set up squads of suicide bombers to assassinate Musharraf.

“Suicide bombers are being trained and assigned to assassinate” the former president, Ehsan said.
Moreover, Adnan Rasheed, who took part in a previous attempt to assassinate Musharraf, has been given the charge of these suicide squads.
Rasheed is a former junior technician of Pakistan Air Force who was on death row after getting convicted by a field general court martial for engineering an attack on Musharraf in December 2003. He was among the prisoners who had escaped during the April 15, 2012 Bannu jail break.
Musharraf angered the Taliban and other groups by joining the US war on terror following the September 11 attacks and later launching a major crackdown on militancy in Pakistan.
Musharraf is due to return to Pakistan on Sunday from Dubai, after nearly four years of self-imposed exile, in time to take part in parliamentary elections on May 11.

Trends Forecast: Autumn/Winter 2013

After carrying out in depth research on the forecastedtrends for Fall/Winter 2013, exploring trend reports and journals from experts in the field including Pantone's report by its panel of forecasters including fashion designers and fashion influencers, I have noticed that F/W 2013 is going to see an unexpected and unusual mix of darks, brights and neutrals.
“By playing to consumers’ practical side with versatile neutrals, and boosting their confidence with bold, spirited hues, this skillfully balanced palette has something for everyone,” said Leatrice Eiseman, executive director of the Pantone Colour Institute.
As the season transitions from the heat of summer, Bright Chartreuse, a vital yellow-green, pays homage to a typical spring shade and creates a bridge into the cooling days of fall. Green colour is associated with a feel of rest and familiarity, and is a hue inspired by nature. F/A '13 will be a combination of this neon-like green Bright Chartreuse, diffuse into more subtle and sophisticated shades like the warm Ultramarine Green.
Red continues to be an essential colour for the winter wardrobe, and F/W '13 will see this joyous shade take on versatile role- being warm with its dull or pastel-like pink and brown hues , and bold with its vibrant fuchsias, like Pantone's Pink Flambé and enticing Tangerine Tango.
Purple is another typical fall colour, and this fall is no exception. However, the take on this hue is going to be experimental and fresh! Shades of purple in high and low contrast offer depth and variety for fall. Pantone's Rhapsody is a greyed down purple that is associated with comfort and serenity with its muted down tone. The colour continues to evolve from grey and yellow kissed shades to cooler saturated shades in magenta and bolder ones in aubergine.
Sun-filled yellow shades brighten up the otherwise dull, depressing winters. Both warm, mellow shades and bright, playful shades of this hue will mark this season. Pantone's Honey Gold a burnished yellow is a lovely shade to adorn.
Other colours that will dominate F/W '13 include various shades of blue, brown and grey.

Inspirational Themes:

Each season sees different designers take on similar or different themes, that they use to derive design inspirations from. These themes vary from historical eras, to famous people, a particular region or culture, nature or even a film. Some of the forecasted themes for Fall 2013 includes:

Baroque

The ornamented drama of the Baroque and Rococo era of the 17th century, returned in new ways for Fall 2012, and fall 2013 is going to see its continuation, in more experimental, combinational ways in various forms:
  • Embroidery
  • Rich fabrics like velvet, leather and silk brocades
  • Gold, gold and more gold. Gold hardware, gold embellishments, gold thread
  • Ornate patterns that preference symmetry over assymmetry and curves over hard lines
  • References to artworks, sculpture, interior design

Gothic

The vamp, gothic and the Noir inspired looks will be another influence of F/W '13 with mustery and fantasy being the key words of these dark, gloomy themes.

Oriental

Oriental opulence is a blossoming trend, and F/W '13 will see tales of the Orient that astonish and inspire take a new dimension in terms of prints, cuts, embroidery, fabric, etc. Oriental motifs are going to have a great influence on Western fashion.

Military

Although none of us like wars or military operations, but the fact remains that we keeping hearing about them almost on a daily base and it seems like during F/W '13, this theme is going to be quite strong.

Cuts & Silhouettes:

Pencil skirts- These have come a long way, and are one item which seem to be a must have for F/W '13. Infact maybe two or three of these! As versatile as they are, F/W '13 will use them as corporate wear, day-wear or even party-wear!

Peplums

These have been very famous this summer, and will continue to be during fall as-well. However, F/W '12 brings  classier and darker peplums and will mostly come on cocktail dresses and skirt suits.

Capes & Cloaks

These will take both traditional and tailored new looks, and could be experimented with Gothic as well as playful themes. F/W '13 will see them inspired by futurism, superheroes and vampires, in long and short versions.

Slim-fit trousers

These are certainly not a new trend, however designers and fashion influencers suggest we can use them more often this F/W '13.

Leisure suits

Leisure suits, especially in prints will be another must have coming Fall.

Fabrics:

Leather

Leather is always in fashion, however the trend gets trendier as winter approaches. F/W '13 will see designers using a lot of leather especially in the creation of skirts, coats/jackets and even dress (full dresses or panels). Also, leather will be employed as patchwork or appliqué work.

Velvet

This rich fabric with a vintage feel will be a hot favourite coming fall. Velvet dresses and suits also made way on the runways of fall 2012 and gave a glimpse of how beautiful and elegant women looked in their feminine self, away from androgyny.

Fur

Just like leather, fur will appear on everything during F/W '13, including coats, jackets, dresses, bags.

Prints:

Première Vision's print report on F/W '13 suggests the following print trends:

Midnight Garden

With oversized flower heads and close-ups, inky colours, single blooms, water colour background, over-exposed photos, etc.

Optical day

With Bauhaus expressions, prints from the 1920s, 60s & 70s mixed, wallpaper looks, tie-style foulards, paisley motifs, grid-like patterns and striped.

Beauty Resolutions for 2013

Want to look more beautiful than last year? Shape your beauty resolution 2013 like us. Follow these simple steps and look glamorous like never before. Let’s take the oath right now!

I will remove my make up every night:

If you ask any dermatologist or beauty expert, cleansing your face is important for clear and healthy skin. If face left with makeup residues, it helps build up dead skin cells that clog pores and create uneven skin surface for makeup application. Therefore, you should wash your face before going to bed or as soon as you reach home or keep face wipes in the side table to remove it at any hour of the night.

I will start using retinol:

Retinol fights against anti-aging with the help of abundant vitamin A. It is also useful against dark spots, dullness and boost collagen as a result makes skin fresh and plumper. Apply it after cleansing your face before sleeping. Remember that this Retinol is sun sensitive and should not be applied during day time, so it’s better to sleep in it for the effectiveness.

I will wear SPF daily:

Not for to forget the most important part of the Beauty resolution 2013. Wear sunscreen no matter you are inside or outside. It protects you against skin cancer, sunburns and aging too. Choose a moisturizer enriched with SPF and use regularly in the morning every day to follow your Beauty resolution 2013.

I will try new colors every month:

Don’t stick to the makeup range and shades you are using since 16. Try out new colors every month and be adventurous. Why always brown with berry and blue with silver? Go wild in your imagination and surprise everyone around. But remember the key tips of beauty resolution 2013 that use deeper shades if you have dark skin tone.

I will find my perfect blush shade:

The whole look is destroyed if you choose the wrong blush on shade. To avoid it choose pink and apricots for fair skin tones, beige-roses for medium complexions and fuchsias for dark skin tone. If we talk about types, cream blush is ideal for dry skin and powder form will be best for oily skin.

I will discover new hair trends:

Go for the hottest hair trends this season-braid. The best style is a bit messy yet stylish. The key tip is to keep them loose and soft rather tightening and pulling hair back tightly.

I will try new scents:

You may be using your favorite fragrance from last many years but trying a new one is not a bad option keeping in mind your Beauty resolution 2013. Go for Halle Berry Closer, Armani Acqua di Gioia and Chanel Allure Homme Sport and be the glamorous lady in the town.

I will stop picking:

Definitely your cuticles! The dry mascara off your eyes right after the party and zits as well. It’s not mandatory to pick everything that itch you. Right?

I will get my beauty sleep:

The rule number one is to get your beauty sleep. Restless nights will lead to leave negative effect on your health plus appearance.

Our Fair Ladies: How To Maintain Pale Skin

Every person has a natural skin color and appearance. There are different human skin colors ranging from black to pinkish white. But mostly ladies want to have fair color as it is considered as the symbol of beauty especially in Asian countries. There are many ways advised by experts for gaining fair complexion.
But more important of all is to maintain the fair complexion because fair skin is more sensitive to sun burns and sun damages and is easily damaged. Here are some tips for pale skin care which will help you to maintain a fair complexion and keep your skin fresh and glowing.

1. Use sunscreen and less make up

Your most important mission if you want to maintain a fair complexion should be to save your body from sun exposure as much as possible. Never leave home without using a good quality sunscreen with at least SPF 30. However, when you are at home, you can use SPF 15.
It is proved that sunscreen works better to protect your skin from harmful rays of the sun. Most sunscreens also have moisturizing benefits. Apply sunscreen to your face and body before dressing. It is important to re-apply sunscreen after 3 to 4 hours if you need to go under the sun again. According to experts, wearing lots of makeup for a long time also damages your skin and its complexion as well. Hence, you should avoid heavy make up as much as possible.
There are makeup brands available in the market with SPF 15 or more. Use them as they are better than other brands. And never ever sleep while wearing makeup. Most importantly, try to cover your face and body by using a hat and wearing full sleeves and long pants when going out during noon even when you are wearing sunscreen for your pale skin care.

2. Cleanse and exfoliate your skin

Make a habit to cleanse your face twice daily. Buy a good product from the market for this purpose. It will remove all dirt and extra oil from your face which can make your complexion dull. Exfoliation is very important for pale skin care. If you exfoliate your face and hand skin twice a week, it will remove the dead skin cells and stimulate your skin.
New skin cells will give a glow to your face and hands. There are many home remedies which can be used to improve color complexion. Try some of them according to your skin requirement. It is well said that pale skin means nothing unless the skin is healthy.

3. Food for fair and healthy skin

Only rubbing good products on your body is not enough to maintain a fair complexion. One has to eat healthy as well for a healthy and glowing look to your skin. One should drink at least 8 glasses of water not only for healthy skin but for general health as well. Fruits and vegetables are rich in minerals and vitamins so add them as much as you can in your daily diet.
It is said that apples, guavas, pears and peaches have special effects for skin color so eat them in abundance for pale skin care. Avoid eating late night as it affects your digestive system which in return also affects your skin health. Avoid junk foodand go for raw veggies instead.

  • Keep your skin clean and healthy: the first step before applying any makeup is clean and healthy skin. The better your skin’s texture and color, the less makeup you will need. Skin that is clear, healthy and even in tone allows you to wear less makeup because you don’t need it! Cleanse tone, moisturize, and apply eye cream.
  • Keep all makeup matte and muted: This means no shimmers, sparkles, or false lashes.
  • Apply light things: Apply a light coverage -concealer, foundation and powder.

  • Use matte eye shadow: Use a matte beige eye shadow all over the eyelid, then apply a medium-toned matte eye shadow color on the crease, like brown, taupe, or navy blue. (This is optional. If you feel you don’t need it, you can go with eyeliner only.)
  • Wear dark eye linerLine your eyes in dark burgundy, dark brown, black or navy blue eyeliner to enhance your eyes.
  • Try mascara colors other than black: Curl your lashes and apply a coat of black mascara. This is a fun time to experiment with colors that are less dramatic than black, however. So try to use mascara colors like burgundy, navy blue, or brown and see how subtle changes can affect your overall appearance.
